
It can be seen from the sketches for the building that compared with Säynätsalo, its functions are more spread out and on several storeys. The municipal offices and the council chamber are in a straight line. The construction office is set at an angle to the north of the council chamber, but there is an internal circulation link between the two. The low-rise public service space, with its round roof-lights, forms a separate mass on the south side. The silhouette and cross-section of the building facing west are interesting in that the council chamber is on the south side with a long staircase leading up to it from the foyer in the municipal offices. The staircase, between the two office wings, is lit by a large window of the type used at Vyborg (Viipuri) Library.
