Urban Planning

The urban planning of Kangas began with an EU-funded pilot project. Prior to the preparation of an architectural competition programme in the spring of 2011, the City of Jyväskylä and Jyväskylä HUB invited individual citizens, civic organisations and groups of people to come up with their own view of what a good city should look like in the future. New methods of participation were used to collect citizens’ ideas and dreams.

The expertise of people and civic organisations were transformed into an urban plan by competitors in the architectural master plan competition. The result was 31 highly elaborated visions for the development of the area: stories, pictures and videos. Initial participation was conducted using a variety of unconventional methods; an open web-based forum, 14 facilitated and self-run workshops, as well as consultation in public spaces, such as shopping centres and a pub. Digital storytelling and graphic facilitation were also used in workshops. The ideas and dreams formed part of the development themes which were approved by City Council in June 2011. Recurrent themes in the interaction process were versatility, sense of community, closeness to nature, movement and vibrancy.

The main development themes are based on the city’s strategies, a need for new housing areas and ideas put forward by citizens during the participatory project. These dreams and ideas were transformed into the desired user experience and the more general qualitative targets into concepts to enhance the everyday usability of Kangas in the future.

The concepts can be crystallized into four words:

Hybrid heart of the area

Kangas will be home to 5000 inhabitants and 2000 new jobs. Services (grocery stores, restaurants, cafés, shops, a gym and day spa services, arts and crafts, flea markets) support the idea of a hot spot, the beating heart of Kangas, located in the old mill.

On foot

One of the main goals is to have an attractive pedestrian environment and the opportunity to live a car-free life. This is made possible with fast bicycle lanes, underground parking and maintenance routes.

The concentration of local services in a single centre strengthens pedestrian movement, cycling and public transport. The proximity to the city centre provides opportunities to develop a car-independent area. Smart grids and other mobile solutions for urban ICT are integrated with the planning of infrastructure.

Sustainable development

At Kangas the City of Jyväskylä is pursuing economically and ecologically sound solutions as well as minimal consumption of energy. At the start of construction renewable, carbon neutral energy will account for 40-50% of consumption, a figure which will increase to 90% by the year 2025. The production of local energy, combining the existing hydroelectric plant with solar and geothermal energy production is being studied.

Jyväskylä Energy is developing service models for the dispersed production of solar energy as well as energy-efficient central heating and central cooling systems. Jyväskylä’s positive experiences of street heating employing return water from district heating systems will also provide an ecological solution to the challenges posed by the Finnish winter at Kangas.

Kangas will provide high-quality city centre housing as well as a socially and demographically balanced and diverse habitat. One of the goals is to provide affordable, large apartments (about 10% of the housing supply) aimed especially at families with children. A variety of different forms of supported housing, including social housing, rental housing, sheltered housing, communal housing and housing for senior citizens will account for roughly 30% of the homes to be built.

Green areas

Besides the ecological way of life, the word green also refers to water and green areas, from nature preservation areas to parks, balconies and roof tops. These are all important factors for Kangas development.
